How often must emergency lighting be tested?

What each accreditation covers, and how to verify it

Emergency lighting in a commercial building should be given a brief function test every month and a full-duration test once a year, normally three hours, following BS 5266-1. The 2025 edition of that standard, in force since 31 October 2025, adds a photometric verification at intervals not exceeding five years: a measured check that the light levels in the building still match what was designed. The legal duty behind all three comes from the Regulatory Reform (Fire Safety) Order 2005, which requires escape routes to be illuminated and the equipment kept in working order. Every test goes in a log book.

How often must emergency lighting be tested?

Monthly for a short functional test, annually for a full-duration test at the system's rated duration, and at least every five years for a photometric verification of the actual light levels. The monthly test can be done by a competent member of your staff. The annual and five-yearly tests need a competent person with the right equipment.

Three intervals, three genuinely different questions. The monthly test asks whether the lights come on. The annual test asks whether they stay on for as long as the design promised. The five-yearly photometric check asks something nobody used to be required to ask: whether the light they produce is still bright enough, in the places it needs to be bright.

The monthly function test is yours to do

Simulate a mains failure, confirm that every emergency luminaire and every illuminated exit sign comes on, restore the supply, and record the result. It takes a few seconds per fitting and it is deliberately short, because a long test flattens batteries that then need hours to recover.

The point of keeping it brief is worth understanding, because it is the part people get wrong. Emergency lighting batteries typically need a long recharge after a deep discharge, and while they are recharging the building is not covered. Running a full-duration test every month in the belief that more testing is better leaves you with worse protection, not better, and shortens the life of every battery in the building.

What you are checking is simple: does each luminaire illuminate, is each exit sign lit and legible, and on a central battery system, is the panel showing normal charge with no faults. Anything that does not light gets written down and dealt with.

The standards to know: BS 5266-1 is the UK code of practice for emergency lighting. The testing regime itself sits alongside BS EN 50172. Neither is the law, the legal duty is in the Fire Safety Order 2005, but they are the recognised way of showing you have met it, which is why an inspector asks for the log book rather than for your opinion.

The annual full-duration test

Once a year the system is run on battery for its full rated duration, normally three hours, with the mains supply disconnected. At the end of that period every luminaire must still be illuminated at an acceptable level. Anything that has dimmed or gone out has failed and needs attention.

The detail that catches people out is the timing. For the hours after a full-duration test, the batteries are flat and the building genuinely has no emergency lighting cover until they recharge. So the test belongs at a point in the week where the building can afford that, which for most premises means the start of a quiet period rather than the evening before a busy one.

The other detail is that the test is judged at the end, not the beginning. A fitting that blazes away for twenty minutes and fades at two hours has failed a three-hour test, and it is a failure you cannot see unless somebody is there at the three-hour mark. That is the whole reason the test is certificated work rather than something to delegate.

New in 2025: the five-year photometric check

BS 5266-1:2025 replaced the 2016 edition on 31 October 2025 and introduced photometric verification: a measured check, with calibrated equipment, that the light levels along escape routes and in open areas still meet the original design. It is carried out on a new installation and then at intervals not exceeding five years.

This is the genuinely new obligation, and most building owners have not heard of it yet. Until 2025 the regime tested whether the lights worked. It never tested whether they were still bright enough, and those are not the same question after a few years in a real building.

Light levels drift downwards for ordinary reasons, none of which show up in a function test:

  • Lamps age. Output falls gradually over years. A fitting at the end of its life still lights up on a monthly test and still fails a measured reading.
  • Buildings change. A new partition, a relocated door or a reconfigured office moves the escape route away from the lights that were designed around the old one.
  • Surfaces change. Emergency lighting design assumes reflectance from walls, ceilings and floors. Redecorating a pale office in a dark colour genuinely reduces the light reaching the floor.
  • Fittings get replaced piecemeal. A like-for-like swap that is not actually like for like leaves a gap nobody recorded.
  • Dirt accumulates. Diffusers in industrial and kitchen environments lose output to a film that nobody thinks to clean.

The verification has to be done by a competent person with calibrated measuring equipment, which puts it outside what an in-house maintenance team can do. The result is recorded in the log book and compared against the original design figures, which means the other thing this change quietly requires is that somebody can still find the original design.

Three hours, or one?

Three hours is the normal duration for commercial premises, and it is what you should assume unless you have documentation saying otherwise. A one-hour duration is only acceptable in limited circumstances: where the premises are evacuated immediately on the alarm and are not reoccupied until the batteries have fully recharged.

In practice, sleeping accommodation, places of entertainment and any building using phased evacuation need three hours, because in all of them people are still inside long after the supply fails. The one-hour case is narrow and depends on a promise about how the building is actually used, not about how somebody hopes it will be used.

If you do not know which duration your system was designed to, that question is worth settling before the next annual test, because it decides what "pass" even means.

What the log book has to show

Every test, its date, the result, and any remedial action taken. That includes the monthly checks your own staff carry out, not just the work a contractor invoices you for. The log book is the evidence, and an inspector will ask for it before asking anything else.

A log book with gaps is worse than an inconvenience: it is a written record that the building went unmonitored for a period, produced by you. The most common pattern we find is a tidy run of annual certificates from a contractor and no monthly entries at all, which tells an inspector precisely which half of the duty was being ignored.

The five-yearly photometric result now belongs in there too, along with the design figures it was measured against. If your emergency lighting has never had a photometric verification, that is not an emergency, but it is now a visible departure from the current standard, and it is the sort of thing better dealt with on your schedule than during an audit.

Emergency lighting is one part of a set that gets inspected together. The fire risk assessment is what decides where lighting is needed in the first place, and it is reviewed on its own cycle.

Can my own staff carry out the monthly emergency lighting test?

Yes, and in most buildings they should. The monthly test is a brief functional check: simulate a mains failure, confirm every luminaire and exit sign lights, restore the supply and write it down. It needs somebody reliable rather than somebody qualified. The annual full-duration test and the five-yearly photometric verification are different, because both need equipment and judgement your staff will not have.

Is the five-year photometric check a legal requirement?

Not directly, and that distinction matters. The law is the Fire Safety Order 2005, which requires escape routes and exits to be illuminated and requires that equipment to be maintained in efficient working order. It names no test and no interval. BS 5266-1 is the code of practice that translates the duty into a defensible schedule, which is why enforcement officers and insurers use it as the benchmark. Since the 2025 edition asks for photometric verification every five years, a building without it is departing from the recognised standard and would need to explain why.

What happens if a light fails the annual test?

It is recorded as a failure, the cause is identified and the fitting is repaired or replaced. A failure is not a compliance disaster in itself. Finding faults is what the test is for. What creates exposure is a log book showing the same fitting failing year after year with nothing done, because that is documentary evidence that the duty to maintain was known about and not met.

We have refitted the office. Does that affect the emergency lighting?

Almost certainly. Emergency lighting is designed around a specific layout, so new partitions, a moved door, a changed escape route or even a much darker floor and wall finish can leave a designed light level that no longer exists in the building you now have. This is exactly the drift the five-yearly photometric check is meant to catch, but a significant refit is a reason to look sooner rather than waiting for the interval.

Do we need emergency lighting if nobody works after dark?

Usually yes. Emergency lighting covers the loss of the normal supply, not the loss of daylight, and an internal corridor, a stairwell or a windowless room is dark at midday when the power goes off. Whether you need it, and where, is a question your fire risk assessment answers rather than the working hours.
