Hotels and multi-storey buildings need more than detectors and a panel. Door hold-open devices have to release on alarm, so that fire doors do their job instead of standing open. Disabled refuge points need working two-way communication, and somebody has to be able to answer it. Both are part of the fire alarm system and both are, in our experience, the things most likely to be untested for years. On a takeover audit they are the first things we ask to see demonstrated, because a certificate that does not cover them is not telling you the truth about the building.
Under the Regulatory Reform (Fire Safety) Order 2005, the Responsible Person for the building — usually the employer, owner, landlord or managing agent — has to make sure a fire risk assessment is carried out and the fire precautions are kept working. Getting the design wrong is not just a technical problem, it is that duty left unmet.
