What moves a fire safety price, and where the money actually goes

Point smoke detectors on a warehouse ceiling are slow, because smoke cools and stratifies long before it reaches them. Beam detection or an aspirating system usually does the job properly. The opposite mistake is just as common: putting optical smoke detectors into a dusty or fume-heavy unit and then living with weekly false alarms until somebody isolates a zone and forgets. Detector choice in industrial buildings is an engineering decision, not a catalogue decision.
Under the Regulatory Reform (Fire Safety) Order 2005, the Responsible Person for the building — usually the employer, owner, landlord or managing agent — has to make sure a fire risk assessment is carried out and the fire precautions are kept working. Getting the design wrong is not just a technical problem, it is that duty left unmet.
