Fire alarm grades and categories for flats and HMOs
Your fire risk assessment says Grade A LD2 and does not explain it. Here is what the grade decides, what the category decides, and why they are two separate choices.
In short
Domestic buildings are covered by BS 5839-6, not by BS 5839-1. It describes a system on two independent axes. The grade is the equipment: A is a panel-based system, C has central control equipment, D1 and D2 are mains-powered alarms with battery back-up, and F1 and F2 are battery-only. The category is the coverage: LD1 is almost everywhere, LD2 is escape routes plus the high-risk rooms, and LD3 is escape routes alone. "Grade A LD2" is one choice from each list. Your fire risk assessment decides both.
Why your building is under a different standard than you expected
BS 5839-6 applies to domestic premises, meaning dwellings. BS 5839-1 applies to everything else. The confusion in blocks of flats and HMOs is that a single building is usually both at once: the corridors, stairs and plant rooms are non-domestic and fall under BS 5839-1 and the Fire Safety Order, while the inside of each flat is domestic and falls under BS 5839-6. One building, two standards, applied to different parts of it.
The grade is the kit
A grade tells you what the system is built from and, above all, how it is powered and controlled. It says nothing about how many rooms have detectors in them. Reading the grades in order of how much they depend on somebody remembering to do something makes them much easier to hold on to.
The six grades, from most engineered to least
- Grade A is a designed system: a control panel, mains-powered detectors and sounders, a standby power supply, and cabling and commissioning to the same discipline as a commercial system. It is the only grade that gives you a panel to look at when something is in fault.
- Grade C has detectors and sounders with central control equipment and a standby supply, but is not built to the full Grade A specification. It sits between a panel system and a set of interlinked alarms.
- Grade D1 is mains-powered alarms with a tamper-proof standby battery sealed into the unit for its working life.
- Grade D2 is the same thing with a battery the occupant can replace, which is also a battery the occupant can remove.
- Grade F1 is battery-only alarms with a tamper-proof battery. Grade F2 is battery-only with a user-replaceable battery.
The category is the coverage
A category tells you which rooms get a detector and nothing about the equipment. The LD categories protect life. They are numbered so that the lower the number, the more of the building is watched, which is the opposite of what most people assume on first reading.
The three life-protection categories
- LD1 puts detection in all circulation areas that form escape routes, and in all rooms and areas apart from those with negligible ignition sources, which in practice means bathrooms, shower rooms and WCs are excluded and almost nothing else is.
- LD2 puts detection in all circulation areas that form escape routes, plus the specified rooms that present a high fire risk to occupants. That normally means the kitchen and the principal habitable room.
- LD3 puts detection in the circulation areas that form escape routes, and nowhere else. It warns you that the route out is filling with smoke; it does not tell you a fire has started in a room with the door shut.
Why "Grade A LD2" is two decisions, not one
This is the point that makes the rest of it usable. The grade and the category are chosen independently, and any combination is possible. A building can be given a Grade A system covering escape routes only, which is Grade A LD3. Another can be given interlinked mains alarms covering escape routes and the kitchen, which is Grade D1 LD2. Reading "Grade A LD2" as a single quality level, rather than as a statement about the equipment followed by a statement about the coverage, is what leads to quotations that answer one half of the specification and quietly ignore the other.

Where the legal duties sit, and they are not all in one place
This trips up more landlords than the standard does. The Fire Safety Order 2005 covers the common parts of a block of flats or an HMO: the corridors, the stairs, the bin store, the plant room. Conditions inside an individual dwelling are dealt with under housing legislation instead, through the Housing Health and Safety Rating System, and for licensable HMOs through the conditions attached to the licence. On top of both sits the Smoke and Carbon Monoxide Alarm regulations, which set a minimum for rented homes regardless of what anything else says.
What LACORS guidance is, and why your council keeps citing it
LACORS housing fire safety guidance is not law. It is the practical guidance that local authority housing teams in England and Wales generally work from when they judge whether the fire precautions in a shared or rented property are reasonable, and it is written around exactly the grade and category vocabulary above. When a licensing officer tells you the property needs a particular standard of alarm system, this is usually the document behind the statement, which makes it worth knowing by name even though you will never be prosecuted under it.
The mistake that costs the most money
Buying to the grade without buying to the category, or the reverse. An installer who prices a Grade A panel system and then covers escape routes only has delivered expensive equipment doing a modest job. An installer who covers every room with battery alarms has delivered coverage that nobody will maintain and that a licensing officer will not accept. Both quotations can honestly claim to have met half of what the assessment asked for, which is why the specification has to be read as two requirements and checked as two requirements.

What does "Grade A LD2" on my fire risk assessment actually mean?
It is two separate decisions written side by side. Grade A describes the equipment: a system built around a control panel, with mains-powered detectors, sounders and a standby supply, wired and commissioned as a system rather than assembled from independent alarms. LD2 describes the coverage: detection in every circulation area that forms part of an escape route, plus the rooms that present a high fire risk to the people living there, which in practice means the kitchen and the principal habitable room. You can have Grade A with LD1, LD2 or LD3 coverage, and you can have LD2 coverage at a lower grade. The two are chosen independently.
What is the difference between BS 5839-1 and BS 5839-6?
BS 5839-1 covers fire detection and alarm systems in non-domestic premises: offices, shops, factories, warehouses, schools. BS 5839-6 covers domestic premises, meaning dwellings, which includes houses, individual flats and houses in multiple occupation. A block of flats routinely needs both at once, because the common parts are non-domestic and the flats themselves are domestic. Which standard applies to which part of your building is a question the fire risk assessment answers, and getting it wrong is how buildings end up with the wrong system in the right place.
Which grades still exist? I have seen Grade B and Grade E mentioned.
Those were removed. The 2019 edition of BS 5839-6 simplified the list to A, C, D1, D2, F1 and F2, and split the old Grade D and Grade F according to whether the battery can be replaced by the user. If a document you are reading still refers to Grade B or Grade E it is describing the pre-2019 standard, which matters because specifications get copied forward for years after the standard behind them has moved on.
Does an HMO always need a Grade A system?
No. The grade follows the risk, the size of the property and how the escape route works, and it is the fire risk assessment that decides. A small shared house may be adequately served by interlinked mains-powered alarms, while a larger or licensable HMO, particularly one over several storeys where people sleep behind more doors than a single escape route can comfortably serve, commonly ends up at Grade A. Local authorities in England and Wales generally work from the LACORS housing fire safety guidance when they judge what is reasonable, and that guidance is what a licensing officer is most likely to have in mind.
Who is allowed to specify the grade and category?
The fire risk assessment specifies it, and the assessment has to be carried out by someone competent to do so. What an installer should not do is decide the grade and category themselves and then work to it, because that reverses the order: assess the risk, determine what the risk justifies, then design and install to that. Any quotation that names a grade before anyone has looked at the building is describing a product, not a design.
Do smoke alarm regulations for landlords replace BS 5839-6?
They sit alongside it and they are a floor, not a ceiling. The Smoke and Carbon Monoxide Alarm (England) Regulations require at least one smoke alarm on every storey of a rented home used as living accommodation, and a carbon monoxide alarm in any room with a fixed combustion appliance other than a gas cooker. That is a minimum legal duty. It does not tell you whether your building needs a Grade A system to LD2, and satisfying it does not discharge a fire risk assessment that asks for more.
